TSA Third Party Canine [3PK9] Program History

• In August 2010, TSA mandated that cargo transported on passenger aircraft must be 100% screened for explosives and other explosive threat devices.
• In late 2018, the Transportation Security Administration (TSA) rolled out approved legislation permitting the air cargo industry to utilize third-party Explosive Detection Canines (EDC) as an approved screening method.
• The first 3PK9-certified Teams started operations in Dec 2018 and Feb/Mar 2019.
• The International Civil Aviation Organization (ICAO) 2021 mandate went into effect on 30 June 2021 which requires that all air cargo carried by commercial aircraft be screened for explosives.
• To date over 1,000 3PK9-certified teams have been deployed to support cargo
  screening and “regulated entity” screening facilities.
• Regulated Entities include:
  • Certified Cargo Screening Facilities (CCSF)
  • Carriers & Ground Handling Agents (GHA)
• Today more entities are looking at ways to minimize risk and reduce cost by establishing an inhouse Certified Cargo Screening K9 Capability.
